No. You can apply directly to Immigration Service Delivery (ISD) for residence permissions and citizenship, and to the Department of Enterprise for employment permits. A solicitor is most useful when something has gone wrong — a refusal, a gap in your permission, a deportation notice — or for an international protection claim.
Since 13 January 2025, all first-time registrations in Ireland are handled by ISD at the Registration Office, 13-14 Burgh Quay, Dublin 2, by appointment — local Garda stations no longer do this. Renewals are generally made online.
Naturalisation usually needs five years' reckonable residence in the last nine years, including one year's continuous residence immediately before you apply (limited absences are allowed). Spouses and civil partners of Irish citizens can apply after three years. Applications go to ISD's Citizenship Division.
To practise in Ireland a solicitor must be on the Roll of Solicitors kept by the Law Society of Ireland and hold a current practising certificate.
